Maryland Governor, Wes Moore, has launched a US$2 million program aimed at expanding access to battery energy storage systems (BESS) for homes and businesses across the state.

The initiative, administered by the Maryland Energy Administration (MEA) through the Residential and Commercial Energy Storage Program (RCES), seeks to accelerate the adoption of BESS technology and strengthen Maryland’s clean energy infrastructure. RCES replaces the state’s former Energy Storage Income Tax Credit Program, which concluded at the end of 2024.

Funding will be distributed on a first-come, first-served basis through a two-step application process. While the application portal suggests installations are not required before applying, applicants must ultimately submit contractor invoices and photos of the installed systems before funds are disbursed. Applications will remain open until June 5, 2026, or until all available funding is allocated. Application can be accessed through here.

According to MEA Director Paul G. Pinsky, the program will not only promote clean energy but also enhance resiliency and emergency preparedness for Maryland residents.

Governor Moore’s announcement follows the signing of two landmark pieces of legislation in May — the Next Generation Energy Act and the Renewable Energy Certainty Act. These laws are designed to encourage the development of renewable energy and storage projects, improve regulatory efficiency, and maintain affordability for consumers.

Together, these measures support Maryland’s target of deploying at least 3GW of energy storage capacity by 2033, a goal set by state lawmakers in 2023.

Addressing rising utility costs, Governor Moore stated, “While corporate greed continues to drive up energy costs for Marylanders, our administration is working to bring prices down. By investing in clean energy, we expand supply and stabilize costs — making Maryland more affordable, resilient, and competitive.”
